The homepage of the cathedral Website has two photos of the building.  There is extensive information about the three organs, but nothing about the bells.  A photo of the building has clues to the unusual access to the tower.  From the doors in both outer front corners, stairs lead to passages above the ceiling of the side aisles to the side buttresses of the tower above the center window.  At least some of the bells of the carillon are in the lantern.
