The Swan Bells Website barely mentions this instrument, an addition to the museum associated with the change-ringing bells which are the reason for the structure's existence.  But the management has kindly provided a digital drawing (21 KB) of the planned arrangement of the bells on a pole.

A set of six photos of the Swan Bell Tower doesn't show where these bells are located - on the upper deck, concealed by the "wings" of the "swan".
